Utilities fall under the public disclosure act.  You can be found through these records unless you are part of the Address Confidentiality Program.  If you are in danger, work with an advocate to help you safety plan.

Have the rental agreement and utilities in someone elses name that you trust.  If you sublease, or rent a room from someone, try to work out an agreement for payment other than having utilities in your name.
